TIME(Hour,Minute,Second)
Returns the specified date and time. The date is the current date of the system.
The returned time corresponds to a numeric value ranging from 0 to 0.99999, representing the time between 0:00:00 (12:00:00 A.M.) and 23:59:59 (11:59:59 P.M.).
Hour
The value of the Hour parameter can be a number between 0 and 23.
Minute
The value of the Minute parameter can be a number between 0 and 59.
Second
The value of the Second parameter can be a number between 0 and 59.
Date
If any parameter is NULL, the result is NULL.
